Beneficiaries of International Protection
Beneficiaries of international protection are people who have been formally granted either refugee status or subsidiary protection because they face a real risk of persecution, serious harm, or human rights violations in their country of origin.
- Data pertains to the active residence permits of beneficiaries of international protection (refugee status and subsidiary protection) in December of each year.
- Permit holder numbers may differ from positive decisions due to a temporal gap between the issuance of the decisions and the issuance of the permit.

Beneficiaries of Temporary Protection – Eurostat
Beneficiaries of temporary protection are people who receive immediate, collective protection in situations of mass displacement under the EU Temporary Protection Directive (2001/55/EC). It is activated when regular asylum systems cannot quickly handle the volume of arrivals. It grants rapid, collective protection, typically without an individual asylum decision, and includes rights such as residence, access to basic services, and safety from return, until conditions allow safe return or transition to longer-term protection. The directive was activated in February 2022 in response to Russia’s invasion of Ukraine, enabling EU Member States to grant immediate and collective protection to displaced persons arriving from Ukraine.
