As debates on migration governance intensify across the Mediterranean, the Mediterranean Migration and Asylum Policy Hub (MedMA) publishes a joint policy paper, drafted in collaboration with the Florence School of Transnational Governance (STG) of the European University Institute (EUI).

The paper builds on the High-Level Policy Dialogue held on 22 May 2025 at the EUI in Florence, co-organised by MedMA and the STG. The dialogue brought together policymakers, practitioners and researchers to examine the current configuration of migration governance in the Mediterranean and its likely trajectories in light of the EU Pact on Migration and Asylum and related regional initiatives.

The paper reflects the discussion held at the High-Level Policy Dialogue and:
• Reviews policy frameworks and institutional dynamics relevant to migration governance in the Mediterranean;
• Examines the design and implementation of labour mobility agreements in the region; and
• Analyses key aspects of administrative governance, including institutional capacity, coordination and implementation challenges.
